BlueLaw International, LLP is pleased to announce that it is part of the General Dynamics Advanced Information Systems team awarded a contract on June 1, 2009 for the U.S. Joint Forces Command (USJFCOM) Joint Concept Development and Experimentation (JCD&E) Project. The USJFCOM's JCD&E Directorate (J9) under USJFCOM leads the development of emerging joint concepts, conducts and enables joint experimentation, and coordinates DoD JCD&E efforts in order to provide joint capabilities to support the current and future joint force commander in meeting security challenges. USJFCOM J9 is also responsible for the integration of multinational and interagency experimentation efforts in support of future joint warfighting capabilities. BlueLaw International looks forward to working with all our team partners on this exciting project.

BLI Specialist speaks at ICAP Forum
BLI In October, BLI specialist Myra Shiplett was invited by the International Comparative Analysis Policy Forum to present the work she and her colleagues on the Indonesia Control of Corruption Program have been pursuing and the results they have accomplished. Myra spoke as part of an international panel discussing trends and patterns in international public human resources management. The International Comparative Analysis Policy Forum is an international membership organization sponsored by some 30 universities around the globe. It seeks to promote the field of comparative policy analysis studies following the Aims and Scope of the Journal of Comparative Policy Analysis. It seeks to engage members in a dialogue on comparative policy issues and encourages new ideas about special Journal symposia, sponsorship of workshops, sponsorship of comparative policy panels at key conferences, and awards for the best comparative papers. BLI Meets Performance targets in Albania
In October, BLI was informed that it had completely met E-Procurement targets set up for the Millennium Challenge Albania Threshold Agreement by MCC Chief of Party, Richard M. Wolfe. BLI has worked in Albania since 2006 on e-procurement development for the Albanian government through MCC.

BLI contributing to stabilization and rule of law development in Iraq.
BLI is pleased to announce that it will contribute towards the success of the recently awarded Justice Reform Project in Iraq. On April 30, 2008, the U.S. Department of State awarded a $100 million Rule of Law/Justice Reform project in Iraq to Civilian Police International (CPI). As an implementing sub-contractor to CPI, BLI will directly support the court administration and other Rule of Law components. The project will work closely with the Iraqi High Judicial Council (HJC) and its subsidiary organizations (JEDI - Judicial Education and Development Institute, JALEA - Justice and Law Enforcement Assistance, IJIP – Iraq Justice Integration Project) in the reconstruction and modernization of Iraq’s judicial and legal system. The first members of the BLI team joined our CPI colleagues in Baghdad on August 2, 2008 to begin working alongside our Iraqi colleagues to strengthen the independence of their judiciary and their criminal justice legal framework.

Two years ago, procurement reform was moribund; e-procurement was a pipe dream. Look how far we have come! Albania’s public procurement is today easier, faster and less prone to corruption. An Electronic Procurement is now standard Albanian Government procedure that has generated over 40 competitive awards worth more than $20 million, 6% of total procurement value. A Procurement Advocate is now fully engaged in overseeing the procurement process and handling bidder complaints. We pushed you to do the impossible in an impossible time frame. BlueLaw International work lauded by Albanian Prime Minister for work on MCC Anti-Corruption Project.
Albanian Prime Minister Sali Berisha expressed public praise recently to MCC work supported by BlueLaw subcontractors for their contributions to anti-corruption efforts in Albania government procurement. The prime minister was reportedly so pleased with BLI developed government e-procurement software that he indicated his intention to migrate all Albanian government procurement to e-procurement methods.
